Ivan Encelewski

Ivan Encelewski is a dedicated Alaska Native leader with a longstanding commitment to community development and cultural advocacy. As the Executive Director of the Ninilchik Village Tribe and Ninilchik Traditional Council, he oversees a broad range of tribal operations—including health care services, environmental stewardship, housing initiatives, tribal programming, and educational support. Under his leadership, the Tribe has seen expanded membership, new community health infrastructure, and strengthened housing resources.

A passionate defender of subsistence rights, Ivan champions the rights of Alaska Native people to sustainably harvest traditional resources and to self-manage their fisheries. Beyond his work in Ninilchik, he has chaired the Cook Inlet Tribal Council board, contributed to the Alaska Native Justice Center, and guided civic engagement efforts through his role with Get Out the Native Vote. Ivan also serves as the Ninilchik village representative to the Cook Inlet Treaty Tribes, where he fosters collaboration across regional and village organizations to support the wellbeing and heritage of Alaska Native communities.

Gloria O'Neil

Gloria O’Neill (Yup’ik) is the President and CEO of the Cook Inlet Tribal Council (CITC) in Alaska, a position she has held since 1998. She is a recognized leader in Alaska Native education, social services, and economic development, famously spearheading the creation of the award-winning video game Never Alone to promote Indigenous culture.
 

Key Leadership & Achievements

  • CITC Leadership: Joined CITC in 1992, becoming President and CEO at age 28, leading it to become a major service provider for Alaska Native people.
  • Economic Innovation: Established CEI, a for-profit entity investing in video gaming, venture capital, and government contracting.
  • Board Service: Served on the University of Alaska Board of Regents (2013-2021) and the Alaska Federation of Natives Board.
  • National Advisory: Appointed by HHS Secretary Kathleen Sebelius to the Tribal Advisory Committee and chaired the Alyce Spotted Bear and Walter Soboleff Commission on Native Children.
  • Awards: Recipient of the 2025 Hickel & Egan Award for Visionary Alaskan Leadership.
O’Neill holds a strong focus on using traditional knowledge alongside modern technology to foster self-sufficiency for Alaska Native people.
